Daisy P. Arce
Daisy P. Arce is the President (and concurrently Chief Executive Officer) of the Capital Markets Integrity Corporation, a wholly-owned subsidiary and the independent audit, surveillance and compliance unit of the Philippine Stock Exchange. She was legal adviser to the Market Integrity Board of the Exchange and was for several years a member of its Nomelec.
A corporate lawyer, Ms. Arce was a partner in Quasha Ancheta Pena and Nolasco, one of the oldest law firms in the Philippines and had charge of its Banking and Corporate Finance group handling financing transactions of clients including syndications, foreign currency loans, foreign exchange facilities, project financing. She dealt with various security devices such as mortgages and deeds of trust, land contracts and legal problems resulting from default, including asset recovery, priority and foreclosure problems. She has extensive experience in organizing and restructuring business corporations and capital restructuring and their customized documentation. As legal counsel to and negotiator for foreign and local investors, she handled financial arrangements and restructuring agreements involving IT, power generation, telecommunications and steel manufacturing.
She subsequently set up her own practice, concentrating on arbitration, securities and special projects for foreign banks. Her arbitration practice included commercial arbitration under ICC, AAA, SIAC and construction arbitration under CIAC. From its inception and a number of years thereafter, she sat as a member of the Board of Trustees of the Philippine Dispute Resolution Center, Inc. and chaired its Education Committee.
In her solo practice, she was legal counsel for the Manila Branch of the Australia and New Zealand Banking Group Limited (“ANZ”) from 2000-2011 and acted for the Manila branch of Banque Indosuez which later became Credit Agricole Indosuez from 2000-2004. She acted as counsel for two Israeli banks, Bank Leumi and Bank Hapoalim BM in their lendings in the Philippines.
An active member of Zonta International, she lectured on the Rights of Women, the Rights of Children and the law on Anti-Violence Against Women and their Children. In 2013-2014, she spearheaded for Zonta District 17, together with like-minded organizations, the building of sustainable housing for survivors of Typhoon Yolanda (Haiyan) in Tacloban City. On a street named Zonta in a village called Pope Francis, are 36 houses which bear witness to the efforts of District 17.
She joined the Zonta Club of Manila Foundation, Inc., in 2002, served in different capacities, became a member of its Board and eventually became president of the Club from 2010-2012. She was elected as Area Director for Area 1 in biennium 2012-2014, was District 17 Secretary in biennium 2016-2018, and served as District 17 Advocacy Committee Chair in biennium 2018-2020.
